Recently, the results of the first working group/research group leader selection of the National Information Technology Standardization Technical Committee (hereinafter referred to as "Standardization Committee") Artificial Intelligence Sub-Committee were announced. Huawei, China Electronics Technology Standardization Research Institute, and YITU Technology were elected as the leaders and deputy leaders of the Artificial Intelligence Chip and System Research Group.

According to the "National New Generation Artificial Intelligence Standard System Construction Guide" (hereinafter referred to as "Guide") jointly issued by the Standardization Committee, the Central Cyberspace Affairs Office, the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology, Huawei, China Electronics Technology Standardization Research Institute (hereinafter referred to as "Electronic Standard Institute"), and YITU Technology will jointly be responsible for the standard research and formulation work of the chip and system research group, providing basic support for the development of China's artificial intelligence.

For the first time, the five ministries jointly proposed the construction of a national new generation AI standard system.

The Standardization Committee was established in 1983 and is a technical organization under the joint leadership of the State Standardization Administration and the Ministry of Industry and Information Technology, engaged in the standardization work in the field of information technology, responsible for the international correspondence work of ISO/IEC JTC 1.

In August this year, the five ministries jointly released the "Guide", aiming to strengthen the top-level design of standardization in the field of artificial intelligence, promote the research and development of artificial intelligence industry technology and standard formulation, and promote the healthy and sustainable development of the industry.

The "Guide" is the first time that the five ministries have jointly proposed the construction of a national new generation AI standard system. It has a leading role in the top-level design and industry development of artificial intelligence in the future, and will promote the research and development of artificial intelligence industry technology and standard formulation, and promote the healthy and sustainable development of China's artificial intelligence industry. The "Guide" has widely collected more than 200 needs covering eight major directions and four major fields of "industry, academia, research, and application", and mentioned that "the standardization of basic hardware and software platforms mainly focuses on intelligent chips, system software, development frameworks, etc., to carry out standard research and development work, providing infrastructure support for artificial intelligence."

According to the "Guide", the top-level design of artificial intelligence standardization will be clarified in 2021, and the standard system of artificial intelligence will be initially established in 2023. Key urgently needed standards such as data, algorithms, systems, and services will be formulated, and the promotion will be taken in key industries and fields such as manufacturing, transportation, finance, security, home, elderly care, environmental protection, education, medical health, and judiciary. The construction of an artificial intelligence standard test and verification platform will provide public service capabilities.

Chip and System Standard Research is an Essential Infrastructure Support

With the acceleration of a new round of global technological revolution, the traditional chip industry development law "Moore's Law" is also approaching the physical bottleneck, and artificial intelligence computing power is about to usher in a new era. Innovating chip architecture around intelligent algorithms and developing AI chips with higher performance and higher intelligence density is a new challenge and a huge development opportunity faced by China's artificial intelligence industry.

As a new field and proposition, the research work of artificial intelligence chips and systems is completely different from the previous research on general-purpose chips or algorithms, requiring both understanding of chips and algorithms, which poses high requirements for standard setters.

The Electronic Standard Institute, which serves as the deputy head unit, is directly under the Ministry of Industry and Information Technology. It is a basic, public welfare, and comprehensive research institution engaged in the field of electronic information technology standardization. It provides professional support for policy research, industry management, and strategic decision-making for the government, and provides standardization technical services for the society. The Electronic Standard Institute has undertaken the domestic technical correspondence of 55 IEC and ISO/IEC JTC1 TC/SC and the secretariat of 17 national standardization technical committees. It has established cooperative relations with several international standardization organizations and famous foreign institutions, playing an important role in promoting the application and promotion of standards, industry promotion, and international exchange and cooperation.

The deputy head unit, YITU, is a world-leading artificial intelligence computing company. Since its establishment in 2012, YITU has combined chip technology with algorithm technology, forming a leading advantage in the field of artificial intelligence computing technology and products. Last year, YITU was commissioned by the Ministry of Science and Technology to build a new generation of artificial intelligence open innovation platform for vision computing.
